I have not modded at all in DST, but from what I understand with TE in particular with world gen is that it's quite invasion and not optimized at all. What I believe is causing the loop has to due with something called prefabs, such as a hound, a chest, and basically everything in the game more or less. Some of these prefabs are quite important, and without them you wouldnt be able to complete the game or miss vital parts of the game. So, the game ensures that prefabs such as the scrappy werepig junkyard fits under a category of "required prefabs". There exists multiple of course, and mods such as UM also has required prefabs such as the wixie puzzle.
This is bad of course. No matter how long you wait, it will not generate. There is a relatively easy way to know this without knowing a drop of what you're looking at when at the server_log in the cluster of the world, which is to simply observe whether or not the server_log is increasing in kilobytes at all within a reasonable amount of time. If no change at all is seen in size within like 10 minutes, it is pretty safe to say that the world is bricked.
Even with comparatively few mods as opposed to your modpack, I have had 40 minute maybe wait time. What I believe reduces the wait time is to actually generate the world on humongous as opposed to the regular large generation. This seems counter intuitive, until you actually understand why generating a world takes so long which I will get into.
