No. No mods should be able to prevent cheating. The only way that they could is if one of them replaces your already modded swkotor2.ini file in which case there is no reason you can't just edit the new one to reactivate the console.
In the event that you can't get the console to activate, there are alternatives. Save editing for starters. Also there is a mod that does most of what you'd want the console to do much easier through a data pad item ingame. I believe the mod is called TSL Hack Pad (Ultimate). The only time that the Dev Console is 100% necessary is with certain mods that require you to use it to activate them or give yourself the item they are modding into the game.
Can mods prevent cheating?
1. If you have followed the guide and it didn't work, delete the swkotor2.ini file
2. Once the ini file is deleted, open the game and set your settings up the way that you want them, save those settings, and close the game completely.
3. this should have generated a NEW swkotor2.ini file.
4. Follow the guide above from this point but make sure to type the relevant line manually. Do NOT copy/paste. Make sure it appears exactly as it does in the pictures above. Then make sure to save the ini file before closing it.
IF for some reason, the console won't open AFTER doing all of that, then it may be a localisation problem. Some keyboards (or virtual keyboards) don't seem to like the Tilde Key. Try pressing other keys until it opens. You'll know because the wasd keys will no longer move you. Please remember that the dev console is invisible in kotor2.
And...other guy. Outside a few unique items here like the killstick or certain items which require the console to insert them into your inventory, I do not recommend using the console to add items to your inventory. The KSE save editor is much simpler to use. Alternatively there is a mod on Nexusmods that gives you access to an item which is pretty much a portable cheat console. The mod name is TSL Hak Pad (Ultimate).
