you NEED the (external) server with Database
You need mysql/ mariaDB Database and exileserver filles for running exile
and some other needed filles to run exileservers like vcredist,

Granted, I never tried to host an Exile in any way, so there could be a total lack of graphical configuration like the Antistasi mods do.
never saw a multiplayer menue inside of my exile server
if you want something changed you have to change that stuff inside of the scripts/ source code
for someone who never hosted any servers its hard
the most already has trouble to set up a vanilla exile server on there local machine...
hand he have to ask hisself if he want to invest a lot of time for playing alone...
Hosting from the multiplayer menu ain't THAT hard. You'll need to configure shit for many things anyway, so it ain't exactly a huge biggie.
