Every city can build one extra district, get 15% production, get +3 identity per turn for every ter of defensive building it possesses.
If a city has a governer, every district will get a standard bonus for being adjacent to another one time, and the city gets one extra attack chance for every ter of defensive building it possesses.
All cities +50% production towards defensive building.

A unique siege unit unlocked by "Military Training".
Only when placed in a district or a fortress can it have valid strength.

Likes civilizations with numerous districts and buildings, dislikes civilizations who give in during the conflicts. Does not easily surrender or give in when threatened.
