There are two floors of escalators to deal with, both on the First and Second floor. The idea is to trap Tokuto-kun so he has no way to escape up to the Third floor. There are three sets of escalators on each floor, running from left to right. By turning the levers, you can switch the colors of the levers from Red (R) to Blue (B) to make them go up or down.
This is how each floor should look when you are done:

1st Floor
First escalator: (R) (R)
Middle escalaor: (R) (R)
Last escalator: (B) (R)

2nd Floor
First escalator: (R) (R)
Middle escalator: (B) (R)
Last escalator: (B) (B)

Now all you need to do is chase Tokuto down to the first floor!
