TL;DW: A middle of the pack operator who is definitely not as useful as some of the operators with much more defined roles (anti-electronics, hard breachers, etc.), but has his own niche that only he can fulfil. Ill-advised to play him in solo queue as he requires a lot of communication and coordination to work properly. His gun is below average, but has low recoil. 3 speed is nice. You should buy other, more important operators first though (Hibana, Mira, etc.) Also very demanding in game sense, so playing him as a new player is going to be very rough. Hard counters Mira, Jager and Bandit trickers. Best works on bomb.
