(at the very start I thought the displayed list was all the available offices at that moment - and so I wrongly refused the appeal... The game does state that you have to refuse if there is no correct office free at that time - but so far, after realizing that scrolling is possible in the game, I haven't encountered that situation yet. I guess it only happens if you do a lot of appeals in a row (and thus occupying offices)!)
