As of sometime in late 2018, you could no longer use this workaround, and you could simply no longer use the old UI, rendering it obsolete.
As of February 2020, I can vouch that this new UI is still fluid, and is actually much better than the old UI, increasing menu/lobby frame rate, and making lobby mics actually viable.

To disable the forced Panorama UI as of August 10th 2018, you must close your game first.
Next, right click on the game in your library, and select "Properties"
Then, click "Set Launch Options"
Type "-scaleform" in the text box and click Ok.
Start your CS back up and it should be back in the old (and simply more comfortable) UI.

The new one did fix the lobby microphone issues though.
The mic in the lobby now works just as well as the one in game.

@HellsAiden

Yeah a month or two after they added the panorama, they forced it, and this was a way to fix it back to the old one. A while after that they removed the workaround to make it the old UI.
Either way, after playing with the new UI for at least a year, you get used to it, and it's more comfortable.
It wasn't originally a welcome change, but you get used to it.
