Notice: You'll have to remove the "-" symbol in the download link, steam won't seem to let me use the direct link.
Notice: I suggest you push the file through https://www.virustotal.com/#/home/upload if you're still worried.

And then going to
C:\Program Files (x86)\Steam\steamapps\common\Cyberdimension Neptunia 4 Goddesses Online\CyberdimensionNeptunia4GoddessesOnline\Content\Sound

And then replacing both the "logo.USM" and "OP.USM" with the files from the download will force the game to skip the logos instantly.

You can go to:

C:\Program Files (x86)\Steam\steamapps\common\Cyberdimension Neptunia 4 Goddesses Online\CyberdimensionNeptunia4GoddessesOnline\Content\Movies

And delete the "Loading.mp4" file to remove the loading screen too, however the game still needs to load, this just removes the loading screen, so it's more convienient to alt-tab while the game loads.
