Why can I not unlock stuff in the mod settings in game?

If you want to provide options as to what to unlock, check Keallu's "Hide It!" mod (or other mods) - he has really clean simple approach to mod options screen and settings persistence.

@C# Can you choose which feature will be unlocked?
If not could you implent it?
It would be nice if youre able to unlock the different residential zones, industrial zones, ect.

I don't have mass transit, does that mean i get the vehicles for free instead of wasting money on a game i already bought?
