Basically, it was given to anyone who submitted Polycount weapons or cosmetics before the Mann-Conomy Update back in 2010. A pretty interesting and old find.

For folks that took part in the polycount stuff for tf2 I assume. Like the danger shield, reserve shooter, liberty launcher, ect were made in the "Polycount pack" I THINK?
