[OUTDATED]Outpost everywhere with Norsca

This mod allow you to occupy every settlement with Norsca as an outpost.

Before someone asks for it, my main goal was to allow Norsca to occupy everywhere like any other faction excepted coastal settlements that would be occupied as outpost. But, I didn't find how to make that possible.

If someone wants to update it, I have let the code here. Feel free to do it.
