Update #1: Amulet can be Disenchanted & the enchantment can be added to other jewelry,
*Please Note* It Will SAY 20% But Is Actually 100%, The Discription Is hardcoded into Skyrim.

I agree with Skyrimnut. Dragons dont have a recharge period (even if they are ancient and have alot more experiance and skill with the Thu'um then the DB) but what really gets at me is how in game npc's that shout have no recharge at all such as Dragur Deathlords, Ebony Warrior, and hell even Ulfric. This may be OP but in a way this is how it was supposed to be. ^_^

Make a daedric amulet and have the same enchantment on it then it will be BADASS
