This game is developed by 2D Fighting maker 2nd(FM2K).
FM2K is very hard to configure controllers with, especially since Windows defaults directional motions to the Analog stick for some reason.

Please read the "SETTING UP CONTROLLERS" part of this document by Mr.Zekira Drake.

Although it is a guide for other games, this setting is common in all FM2K games.
