0.A - Basic Introduction to the Civil Protection
The Metropolice Force are the Human-Police force established by the Universal Union to keep the Inhabitants of Earth in-check. As a member of the Metropolice Force, you are expected to listen to the orders that are given by your Superiors and are to uphold the values of the Universal Union - Some of your duties include the apprehension of Anti-Citizens, and the upholding of the laws established by the MPF. The Metropolice Force adhere to a ranking structure, and through experience and good performance; you too can progress up the ranks, from a lowly-recruit to a ruthless Rank Leader.
Section 1.A - Ranking Structure
As a member of the Civil Protection, you are expected to adhere to a strict rank-hierarchy. As you progress up the ranks, you will be awarded additional equipment and higher authority over lower-ranking units. The most effective way to advance in the ranking system is to increase your performance and to prove that you are a suitable candidate for promotion.

RCT - Recruit:
Recruits are nothing more than newly-accepted candidates for the Civil Protection, they are inexperienced and must under-go standard training before receiving their first promotion to the next rank. Typically, Recruits are not allowed to leave the relative safety of the Nexus, and are not allowed access to any firearm or weapon.

00:
A unit with the rank of 00 are now considered official units. They are, however, not granted access to any weaponry other than a Stunstick; and may not participate in any TAG activities such as raids.

25:
A Unit with the rank of 25 are considered competent enough to be granted access to weaponry, and are now considered TAG units. They may participate in above-ground raids, but may not accompany other units into the 404 for authorized raids.

50:
A unit holding the rank of 50 are senior units. They are allowed access to superior equipment and are considered loyal to the Universal Union.

75:
A unit with the rank of 75 is considered the most senior unit on-duty with the exception of Rank Leaders and Commanders. They are typically used as Squad Leaders for Protection Teams.

RL - Rank Leaders:
Rank Leaders are the second-most senior Metropolice Force members in the City. They are used as assistants to the Commander and are responsible for the management of all other units below them.

CMD - Commander
The Commander is the commander of all Civil Protection forces in the city, they are typically ruthless towards Citizens, and due to their high-profile nature; are expected to remain in the Nexus for the majority of their time.
Section 1.B - Standard Equipment List
The Civil Protection are known for using a variety of equipment and weaponry to help aid them in their duties. Specific rank has access to additional equipment. MPF units may not use equipment outside of their ranking's permitted equipment. This is a general list of the standard items utilised by each rank of the Civil Protection:

Section 1.C - Rank Permissions
Each rank within the Metropolice Force has different duties and responsibilities. This page will detail what each rank can and cannot do. (OOC Note: While you are not forced to follow these guidelines by the Server's rules, not doing so may have severe repercussions for your Character. Therefore, disobey them at your own risk.

RCT - Recruit:
- You must only leave the Nexus with an accompanying unit.
- You may not possess any weaponry except your stunstick, if you somehow acquire some; turn it in to a superior officer.
- You will likely receive your first promotion after completing Training with a superior officer.

00:
- You may leave the nexus without an accompanying unit.
- You may not possess any weaponry except your stunstick, if you somehow acquire some; turn it in to a superior officer.

25:

- You have good authority over other units.
- You will often function as a Protection Team leader.

RL - Rank Leader:

Section 2.B - Protocols
The following is a general outline for how you should conduct yourself while on-duty. You should follow these guidelines and protocols, disobey them at your own risk:

Patrols:
No unit should initiate a patrol alone. You should always have at-least one other MPF unit with you. It is preferable to form an entire Patrol Team over just patrolling in duos.


Hostile Engagement:
If at any time you and your partner encounter a Hostile Individual, you should seek immediate cover and survey the situation. You should either engage the subject, or if you decide that the situation is too severe for you and your partner to handle alone - you should radio for backup and hold position until reinforcements arrive.


Amputations:
Whenever the need to amputate a suspect arises, Metropolice units should relocate the suspect to a private and secluded area; amputations should NOT be done in public or with witnesses around. Ideal locations for amputations are alleyways, or simply Metropolice controlled buildings.


Call for Reinforcements:
If at any time, a MPF unit calls for backup or assistance, you should attempt to move to their position and assist them. The necessity of this call will typically be defined by three Codes;

Code 1: The situation is non-urgent, and should be responded to whenever available.
Code 2: The situation is urgent, and should be responded to quickly.
Code 3: The situation is an emergency, and should be responded to immediately.


Judgement Waiver:
Judgement Waivers are a situation where the City is in a state of emergency. They are typically enacted when a Rank Leader or higher determines that the situation is dire enough to warrant a mass-deployment of Overwatch.

During a Judgement Waiver, Metropolice units are to deploy outside and direct all Citizens to a building. While a Residential Block is preferred, a Commercial building will suffice.

Once all Citizens have been rounded up and ordered inside, MPF units should begin to sweep the City limits; search every building and every Citizen. If any Resistance are encountered, they are to be immediately amputated. This also applies to any Citizen refusing to go indoors, or anyone who is found with contraband when searched. Sentencing is discretionary, the punishment for any violation is down to individual units.

MPF units should remain on the surface during Judgement Waiver, the sweeping of any restricted zones should be left to members of the Overwatch Transhuman Arm; the only situation where MPF should themselves enter the restricted zone is if Overwatch requests assistance, or being directly instructed by a Rank Leader or higher.


Autonomous Judgement:
For a Autonomous Judgement to be declared, the city must be considered lost to the Universal Union. During Autonomous Judgement, the entire population of the city is to be purged.

MPF units should deploy from the Nexus, and should amputate every citizen in the city, no matter who they are. Much like a Judgement Waiver, MPF assets should refrain from entering the restricted zone, and leave this area to the transhuman members of Overwatch.

Section 3.A - Violation Levels
Throughout your career as a Civil Protection officer, it is extremely likely that you will encounter Citizens that are in breach of the laws established by the Combine. In these situations, you are expected to respond with the appropriate punishment. Note, if at any point a CCA unit feels that his/her life is threatened - they are authorised to amputate the suspect.

- Shouting
- Swearing
- General Anti-Civil Behaviour
- Playing music in public.

Level 2 Violation - Re-Education, 1 Cycle in Detainment:
- Harassment of Citizens
- Anti Union Graffiti
- Malcompliance
- Possession of Level 1 Contraband
- Wasting the time of a Civil Protection Unit

Level 3 Violation - Re-Education, 1-2 Cycles in Detainment:
- Failure to Apply
- Major Harassment of Citizens
- Minor Theft/Burglary
- Angering a Civil Protection Unit

Level 4 Violation - 2-3 Cycles in Detainment, Re-Education:
- Major Theft/Burglary
- Trespassing
- Conflict with Citizens
- Assault on Citizen
- Harassment of Civil Protection

Level 5 Violation - 3-4 Cycles in Detainment, Amputation Trial:
- Assault of Civil Protection
- Resisting Arrest
- Outside during Judgement Waiver
- Possession of Level 2 Contraband

Level 6 Violation - 4-5 Cycles in Detainment, Amputation Trial:
- Trespassing on Union Property
- Mentally/Physically Unfit
- Homicide

Level 7 Violation - 5+ Cycles in Detainment, Immediate Amputation:
- Attempted Assassination/Successful Assassination of High-Priority UU Personnel
- Possession of Level 3 Contraband
- Tresspass into Restricted zone.
- Policide


Section 3.B - Contraband List
During your service as a Civil Protection Officer, it is likely that you will encounter Citizens that are in possession of Illegal Items, in this event; you are expected to confiscate the item and issue the appropriate punishment.

Level 1 Contraband:
- Non-UU Branded Clothing
- Non-UU Branded Food
- Anti-UU Propaganda
- Non-UU Approved Books

Level 2 Contraband:
- Communication Devices
- Zip Ties
- Blunt Weapons
- Narcotics (Drugs)
- Any form of Metropolice Equipment

Level 3 Contraband:
- Any Firearm
- Bladed Weapons
- Ammunition
- Resistance Insignia
- Resistance Uniforms
Section 3.C - Loyalist Points
Throughout your time as a Metropolice unit, you will likely encounter Citizens who will perform specific acts that benefit the Union and Society. In this event, you may wish to issue them some Loyalist Points as a reward. The appropriate tiers and rewards can be found below:

Black Tier (10 Loyalist Points):
- Black armband.
- May receive double food rations for participating in workshifts, to the discretion of the civil worker.
- May participate in events sanctioned by The Civil Authority.

Brown Tier (20 Loyalist Points):
- Brown armband.
- May receive upgraded rations than the tier below.
- May request a meeting with a Civil Representative.

Red Tier (35 Loyalist Points):
- Red armband.
- May request access to priority housing.
- May attempt to join the District Administration.

Blue Tier (50 Loyalist Points):
- Blue armband.
- May receive treatment for terminal conditions by the Civil Medical Union.
- May request access to premium UU food.
- May request an audience with the District Council’s Speaker.

Green Tier (75 Loyalist Points):
- Green armband.
- May receive upgraded rations than the tiers below.
- May request an audience with the Minister of Civil Affairs.
- May not receive re-education for minor crimes.
- May request access to the Nexus, must have a good reason.

White Tier (100 Loyalist Points):
- White armband.
- May request an audience with the City Administrator.
- May not be detained for minor violations. (Up to Violation-Level 4.)
- May request to undergo civil trial instead of amputation unless actively endangering others or - himself.
- May request a Civil Protection officer to accompany if under threat.
- May request access to the Nexus, must have a good reason.

Metropolice units may choose to distribute Loyalist Points at their own discretion. You may choose to issue Loyalist Points or may choose to issue none.
An Out-of-Character Note
First of all, congratulations on being accepted into the Metropolice Force. Secondly, please be serious with your role. We're aiming for a considerably more serious server than the last iteration of our HL2RP. While you don't have to be 100% serious at all times, we do expect you to remain mostly serious for your time as a MPF unit; If you can't do this, you shouldn't be whitelisted for this.
