Undeniably, it's a beautiful and well done asset, so beautify that I actually spend a minute or two just looking at the sims doing things inside because you can literally look through the windows in the front! And it serve as a library to so will add to your city's library capacity. But since the unrealistic high capacity, or attraction/entertainment setting (not sure which one is the culprit, perhaps it's the capacity like @MrMiyagi said), it doesn't suit my other larger cities.
Because you have the capacity set SO high, it attracts way too much traffic (of all kinds) and thus reduces the value of properties around it and increases the crime rate.
I see you linked the stats of the real building. The capacity of game buildings should NOT be set at real life statistics. They must be set at a level similar to other in-game buildings so that it balances with the game's AI. A regular library has 100 visitors. You need to set this one to a max of about 200 and upload that new version. It's a super easy and quick fix! :) Hope that helps!
