But it seems to be indeed a steam issue. My Guide has the same problem :(
If you see something listed in these that you havent heard of before its because its part of ARRC but i still use these two calculators for my vanilla game no problems whatsoever.

You can just tell the chart on the top if you play vanilla or with ARRC installed, just tell it how many houses you plan on having total (perfect for planing out productions of a megacity that is yet to be built) select the most advanced demographic in your city and presto. It even comes with a checkbox to take +12% housing space into account.
