Yes, that's right there's an 8 times malus to player orders in 1.5.

Just go to the 00_defines, and there it is, my dear:
PLANNING_DECAY = 0.01,
PLAYER_ORDER_PLANNING_DECAY = 0.08,

"Oh no!" you cry. "First they stole my field marshals infinite stacks now this?!?".

But don't worry mod that change 1 number are here to the rescue! Using basic math learned at grade school I took the existing number of 8, subtracted 6 from it, divided that by 2, and then plugged the results into the web browser.

The result?

One! Just like normal decay!
