Windrunner is an extremely versatile character. She can be support, a semi-carry, and even sometimes can be the second carry. She will never put out the damage like Drow would, but her abilities make up for the damage in utility.

This guide focuses on building her as a semi carry in top or bot lane. If you decide to use this guide to go mid, just replace the Basilius ring and potentially even the wand with a botlte, and continue through core items. I'll try to update this guide as much as I can.
