If you are on PC simply open the volume mixer and look for "steam web helper" turn it down to 0

If you have a mac you can try pasting this in the console

cl_disablehtmlmotd 1 // def. 0 - Disable HTML motd (MessageOfTheDay) welcome Screen on server join.
