Character/Costume:
Due to personal preference, I mostly play as Dry No Legs. What's more important is your costume and sub weapon.

If you play as Dry No Legs, you want to equip "Prickly Leaf". It increases your invincibility time after using a bomb (you'll equip the cheat "Auto Bomb" which makes this all the more useful). It also increases the invincibility time at the beginning of a level, which allows you to speed kill enemies of the first wave.
Most characters have a costume with such an effect. Use them, they're awesome.

The great thing about this weapon isn't just its spread. The bullets themselves are quite slow. In order to take down enemies of a new wave much quicker, you should spam this weapon until the sub weapon meter is completely empty before collecting the diamond of the previous wave, which will fill the meter to 100% again. Then, you can just go on spamming it again!
Cheats:

Obviously, this build relies heavily on special items dropped by enemies at random chance.
Therefore, the build is less effective during boss fights, unless you've got incredibly good RNG (which is how I managed to get my 1 star in the final battle).
The difficulty of levels that have fewer but stronger enemies will also be less reduced.
I equipped 1 extra bomb in this build for extra safety. But if you're confident and better at dodging or prefer to rely much more on RNG than bombs, you can unequip extra bombs and "Foes Drop Bombs" to boost your scoring.
Handicaps:

Yes, we're going full bullet speed here! You should also equip "One Heart". If you've got good RNG, you won't be losing a heart anyway.

Since Bullet Speed will also cause enemies to appear quicker, these handicaps will work in your favor if you have a shield/sword or post-bomb invincibility.
You might even want to consider equipping "No Bullet Clearing" on some stages, unless the projectiles are just going to stay there forever.
Evidence:
Since this build is basically a workaround for dodging bullets most of the time, it'll help you get a good ranking on the leaderboard, especially on the later levels that are harder.
Boom! #48 on Level 10-4 on my 3rd or 4th attempt.
On most of the harder stages I'm within the top 100 or top 50, even though I didn't spend time learning patterns at all.

I have some stuff to say!

It's going to be HARD to survive a level with full bullet speed,One Heart, and no Auto Bombs. In Heavenly, even my usually good BH2 reflexes can't right click fast enough to get a bomb in, so I simply use just One Heart and Auto Bombs so my score isn't reduced and I have an easier time getting diamonds (losing lives and not bombs is annoying).

For bossfights and singular strong enemies, Phyrnna with default equips seems to be alright at both crowd control and bossfights, though I'm probably biased from not using other characters much (Dry NoLegs' attack is a bit too low for me.)

Lance, Anna, and Dry Legs are the only ones who can increase invincibility (I presume "combine that with invincibility" doesn't mean to literally use the cheat lol). I guess Lance is the bomb guy you're referring to? I'll give this strat a try and compare the bomb strengths if i can

100% = all medals. there's a video of it on speedrun dot com. coin grinding strats using akron and natalie, and stuff

I've never considered speedrunning the game. However, what I might want to add to your train of thought is that there's another character in the game with a bomb that often time just straight up ends a boss phase, because it deals so much damage. If you combine that with invincibility, you get good compensation in time for messing up one pattern and get a good chance to flawlessly beat the next one (especially if the boss drops a good item in addition to all of that). You should never resort to pacifism though, since it forces you to time out every single attack.
Then again, I don't really know what the conditions for a 100% speedrun are. I hope it helped.

Heya! Thanks, that actually works pretty well. As you said, it means less attempts, though. Let's say, for a speedrun perspective, what setup would be best? (Surprisingly there really is a 100% speedrun and it's pretty fun to see what strats are used.) But like... say if a really noob player did a 100% speedrun. lol.
Point is, it's okay if it's a little harder, if I can get like 3 attempts in the time it takes a pacifist run to beat a boss. Especially asking because I almost died at the very end of a pacifist boss fight. I would've FREAKED if I really died there.

If you use pacifist mode, you can also reduce attack to the minimum to boost your rank.

I haven't played the game for months now, but I think I did pacifism with the lowest bullet speed and maximum hearts on most bosses. That would be an alternative for regular stages as well, but it also drags out the time per attempt. It also depends on how managable the boss patterns are. I remember being unable to do a pacifist run of the skull, because I couldn't handle his attacks at all.
What I like about this method, is that the game displays the potential rank on the top-right right away.
