If I'm not mistaken, I think the only way to do it is with two human players in an arena. You have to make sure that it's the first player who places all the tiles while the second player does nothing but move. If that doesn't work, then I might have another idea to try.
Do you remember how to unlock the achievement Perfection? It's too hard to do on a normal map and custom settings don't seem to work.
No, you don't need the DLC to obtain all of the achievements.
