Report a translation problem
You can combine a dropped gun with some other distraction (eg. bullet impact / thrown melee weapon) to draw them towards the gun.
This is my go-to technique for taking out the golf instructor, or getting past some harder parts of the bio lab.
Also worth noting the civilian NPCs will freak out and run to the nearest security guard.
Bonus tip: The sliding doors at the Hokkaido clinic can be jammed-open by dropping an item in the doorway. So many of these doors open from the inside, but you can't get back in without the proper clearance level. You can follow a guard to the security room, drop something useless in the doorway, then come back at a safer time.
