Report a translation problem
To be fair, other than Windows 11 everything seems fine. Some people cannot run the game on Windows 11 while others have no problem. Since I cannot try, I have no idea why. Sometimes it's hit or miss too, there was a person who has the same specs with me but the game didn't work for him/her. So, DLL fix usually works but when it doesn't, either I recommend a virtual machine and older Windows versions or a Linux version.
If you tried every step on the newer guide and it didn't work, sorry I can't help further. Maybe trying other compatibility settings would work but not sure.
It doesn't start even when you set compatibility to "Windows 98/ME"?
Also, does your PC have iGPU? If so that could be related to it.
Could you try these DLLs from the link?

If they also don't work, sadly I cannot help with Windows 11 since I don't use it. Best I can do is, I can upload new DLLs when there is a new major release.
By the way, could you write your system specs just for the feedback?
