Report a translation problem
Civilians panicked many times in my play through and it DID NOT void the "foxiest of the hounds".
the "no kill" achiev. and the "foxiest" i got in the same play through, it was easy.
If you are in a HOSTILE AREA (red) and then you panic an NPC and then they go ALERT A GUARD then the guard in turn flips the alarm, it WILL void the aciev.
KNOCK OUT the freakin npc BEFORE they alert the GUARD that has the authority to FLIP the alarm!
A Little common sense goes a long way.
One more question: Early on I talked the cops into attacking and killing the fake permit officer at the checkpoint and it caused the surrounding civilians to panic. Does that count against the Foxiest of the Hounds achievement?
