You cant do anything wrong with having nine lives and swan song aced.
OK now thats a lot of stuff to take in. Just keep in mind to study the Perk Decks and skills to get a feeling on what works together well and you should be good. Also try out different ways to play to find one that fits you.

Note: When using a DMR-Kit on any assault rifle then the damage will go up by a lot, but the ammo pickup gets worse. I recommend using single fire mode on those.
[h1]Technician[/h1]
Get steady grip only normal, because you can get the 16 extra stability from mods easily.
[h1]Ghost[/h1]
Again for the concealment: When you go for dodge, you should gt sneaky bastard and low blow at least basic. To get the full potential from those skills on basic your concealment has to be 4 or lower. When you ace those skills you have to have a concealment of 26 or lower, which gives you more freedom for mods.
Specialized killing is also very important. With it aced you deal 30% more damage by just putting a suppressor on any gun. You dont need any low concealment for that either.
[h1]Mastermind[/h1]
You have uppers aced for First aid kits and hostage taker aced for health regen. My tipp is to keep the uppers and get rid of hostage taker, because first aids are much more reliable than having regen. Also get forced friendship on normal only, because the damage absorption is very weak on higher difficulties.
Another tipp: When attempting One Down you should get combat doctor instead of uppers for medbags. Having more downs is more important than having full health on OD.
[h1]Enforcer[/h1]
Underdog aced with the additional damage reduction is pretty useless so just get the basic of that.
Resilience aced is a must on higher diffs because the flashbangs are very annoying. When going for an armor build I would recommend getting Iron man at least normal for that 30% more armor. When you are going to use the suit, then get rid of Die hard because it only works on ballistic vests.
There are also different ways dependent on the perk deck.
You should settle on one way for a build.
Speaking about Perk Decks:
There are a lot of different Decks that completely change the way you play:
A couple examples:
Theres the main Deck for Dodge: Rogue
For armor theres either Armorer or Anarchist
Crook is a little bit of both.
There are weak and strong Decks; Crook definitely is a week one because it wants to be a little bot of both Armor and Dodge which just doesnt work that good. My tipp is to try those perks which seem interesting to you and try to build around them.
Always take the Perk Deck as the Basis for your Build
OK im gonna go over a couple things you can do better:
First, your weapons:
You built your weapons on concealment, but you dont have skills that need high concealment like sneaky bastard for dodge and low blow for crits (both in the ghost tree). You should always look that the accuracy is very high (except for shotguns), so your shots are going where you point your weapon. Also there are weapons that can get way better concealment than the AK rifle, like the CAR4.
Now for the skills:
When creating a build you should always know what you are going for. In your way a build that is DW viable with Jokers. Before I go over that Im gonna give a few tipps on things that every build should have:
On every higher difficulty (Mayhem and higher) its important to have a somewhat survivability. Nine lives and Swan Song aced are already very good choices. There are a lot of ways to keep your health up, but there are 2 main ways:
1) Instant health
2) Regenerating health
