This Achievement is completely RNG.
In the Diamond Heist (OVK or higher) after you open the vault there will be a chance for this room to spawn. if it doesn't keep restarting until it does.
Just drill open the door and secure the diamond! simple as that

gotten into the vault 3 times on 1 down already (which is supposed to have the highest chance of spawning) and still nothing. getting quite annoying to keep stealthing this over and over -_-
