It's a mod that allows the addition of 2 research slots to each major power and 1 to all others.

Alright, I tried to update this, but it decided to make a new mod page. You can find the new one here: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1671192692
You can keep using this one though, all that changed is the supported version number.

It affects every nation regardless of whether they're AI. Majors get +2 slots and minors get +1 slots.

it seems to work with road to 56 in latest game, thanks (game says it's not compatible but it works)

I would be surprised if this ever broke due to updates, so it should.
