No Local Populace Corruption

설명

No Local Populace Corruption removes the concept of "local populace" from every region.

This makes it possible to convert a region entirely over to your side, with no rebellious populace. Additionally, it's slightly quicker to convert a province to a faction's preferred corruption (or untainted).

In place of local populace the mod adds a small, passive corruption/untainted bonus to each region so that an entire province can't be entirely converted without fully owning it.

Steam destroyed my original description so I will add a better one shortly.
