1) Training Day
Welcome to the CCA, Recruit. You will learn what your training throughout the enlisted ranks of the CCA will look like.

RCT
-You are not allowed to leave the Nexus unless shadowing an 02 or higher.
-You will learn the Nexus in and out, cell mattress to Administer's leather chair.
-You will read the entire employee handbook. (You may be quizzed on it.)
-You will perform a lot of PT. (Physical Training.)
-You will be trained in different situations in order to find out the best division for you.
-You will learn to interact with the average citizen, and what better way to do that than to take care of ration duty.
-While out in the city, you will learn what is uncivil-like behavior.

04, 03
-You may leave the Nexus when ever you need.
-By now you will start to be considered for your specific division.
-You WILL NOT enter the slums without an 01 or higher.

02
-If not already, you will be assigned to a division within the Combine Civil Authority.
-You will recieve division specifict training.
-You will preform duties of your division.
-You will not leave your post without being relieved.
-You WILL NOT enter the slums without an 01 or higher.

01
-You are now finished with training and preforming all of your division and CCA duties.
-You will attend to the needs of your city.
-You are allowed to patroll slums. (Highly advised to not go alone, but are allowed to.)
2) Know your radio
In this section you will learn Radio commands and what frequency to put your radio on.
Please turn on your radio, change frequency to 169.9 (/setfreq 169.9) and hold the button on the side down, and when your finished speaking, release the button. (/radio)

10-23: Arrived on scene.
10-22: Disregard.
10-4: Yes/Copy.
10-2: No/Negative.

Informing:

10-108: Dead unit found.
10-104: Suicide.
10-103: Possibly need assistance.
10-102: Dead on arrival.
10-98: Assignment complete.
10-97: Arrived at scene.
10-96: Mental patient.
10-92: Suspect in custody.
10-85: Arrival delay due to ___.
10-76: En route.
10-52: Medical assistance needed.
10-51: Clamping.
10-50: Going to/patrolling area.
10-27: Requesting Data check .
10-26: Detaining suspect.
10-17: Being assigned to duty.
10-8: On duty.
10-7 Off duty.
10-6: Busy.

3) Ration Duty
On this page you will learn how to attened to your post if appointed to ration duty.
Before you open the Ration Distribution Center (RDC), you must:
-Make sure no one is in the RDC nor in the CCA Training facilities.
-Make sure all bottom floor doors are locked.
-Check Rations dispencer for any damages.
-Turn on ration dispencer. (Power button will be located on top-right side.
-Open front door, and allow for citizens to make a line at the RDC entrance.

Now that you have opened the RDC properly and citizens are all lined up to be allowed into the RDC, you must ask for the citizen's information. (Ex: Citizen, Apply.) The citizen must provide you with his/her name, and Citizen Identification number (CID). You then will put the information in your DataPad. (/viewdata) You will now have the information for that citizen. Please make sure that the citizen's data looks similar to this: John Doe, CID 223743. If the citizen's information looks good in your DataPad, you will then allow the citizen access to recieve rations and move along. Any un-civil like behavior in the RDC results the citizen(s) into immediate detainment, and if nessisary, amputation. Remember, depending on city, your CCA training facility may be located in the same building as the RDC. If the CCA Training Facility is located in your local RDC, any citizen in an un-authorized zone of the building will result in immediate detainment, and if citizen is non-compiant, amputation.

When all citizens have recieved their rations, the close up procedure is to check all areas of the RDC for anyone and/or anything. If building is clear of all objects and citizens, you may then turn of the Ration Dispenser. You then will make your way to the front door and lock it behind you.
4) DataPad
In this section you will learn about your standard issue Tapped.
Lets use John Doe for instance.
You asked John Doe to Apply.
John Doe then says "John Doe, ACID 223743."
You would then enter John Doe's information into your datapad. (/viewdata "John Doe")
This will appear:
John Doe
CID: 223743
Ever been detained?: Yes
Reason: Level 2 contraband, un-civil like behavior.
Points: -1

You would then make sure his name matches with the CID on the datapad. As you can see John Doe has already been imputed into the Universal Union's database. If CID and Name match what John Doe has told you, you make no change to that information. If CID does not match name, please call in for someone to interrogate the citizen. Also you will see John Doe has been detained. All citizens that are stopped for any reason of being un-lawful or suspition of being un-lawful, will be asked to apply to pull the citizen's data. If you are detaining a citizen, ask to apply. When citizen applies and you enter into your DataPad the citizen's information, if it comes up with "Ever been detained?: No" please change it to a Yes and place a reasoning. Now also you will see a point system in the DataPad, this helps us show good from bad citizens. When a citizen is acting in an uncivilized manor to where it needs to be dealt with, deduct one point from citizen's points in datapad. Now when John Doe applied at the RDC, he has "Points: -1." He will then be told he cannot recieve rations for the day and you will change his points to "0." Now if a citizen is "-2" you would only change it to "-1" and the citizen would miss out on 2 ration supplies until he/she reaches 0. Now when a citizen has 0 points, and everything checks out, you may let them get their rations. Also you may see positive points in the citizen's data. Points are rewarded for great civil behavior. (Ex. Citizen reports any un-lawful behavior.) If a citizen is doing good and you would like to reward him/her, ask them to apply. When you enter in their data, please add one point to their datachart.


The point system will help the CCA determain whether the citizen deserves his/her rations, therefore we shall not reward bad behavior. The positive points will reward citizens. This new point systems that have been added to your recent updates to your DataPads is still in beta testing, so eventually we will in future updates, to your DataPad, provide ways for citizens to redeem those points.
5) Ranks
In this section you will learn the ranks of the CCA.

Enlisted
(RCT) (Recruit): Newly hand-picked for training. Welcome to the Combine Civil Authority. You will undergo training to move up the ranks, while for now ltaking ration duty.

04: You are no longer a recruit. You have proven yourself to your superiors to move up and work with your team. You will proform tasks to help your superiors find a division for you. You also will be taking small bits of training of each division to find the best that suits you.

03: You will now be appointed to your division. You will preform training for your division, and learn the full amount of knowledge for your division.

02: You are now fully trained and fully performing your duty for your division, taking on all jobs within your division that is needed of you.

01: You have mastered the knowledge necessary for your divsion. You will preform elite tasks for your division and you are now open to operate freely within your division's tasks.

(OfC) (Officer Chief): You are the top Enlisted CCA unit of your division. You will recieve tasks only from your DvL or higher. You also have the authority to command all enlisted units in your division.

Officer
(EpU) (Elite Police Unit): You are no longer an Enlisted Unit. You are the specialist elite unit of your division. Only one EpU is allowed per divsion. You will preform tasks only from a DvL or SeC. You will preform elite and special missions that are very dangerous for an enlisted unit. Great work will reward you with becoming a DvL one day.

(DvL) (Division Leader): You are the second highest rank of the CCA. You are fully in charge if everything in your division. You will accept only tasks from your SeC. When not preforming task you may do as you please, and command anyone in your division as you please. You have an outstanding job, to be in charge of an intire divsion.

(SeC) (Sectorial Commander): You are the top dog. You own the entire CCA. You will command every division in your city. You are allowed to operate anywhere you would like to.
6) Divisions
In this section you will learn of all the different divisions that are available in the CCA. When you preform your training as an 04, you will be tested in small situations of all divisions in the CCA, then when you have fully proven yourself to be perfect for a division, you will then be promoted to I3 and start full training within your new division.

Most Elite Patrol Unit

Reaper:Most elite patrol unit only selected by Razor DvL or SeC.They can use an AR2 and a shotgun and Grenades.They specialize in more things than Razor or Union.

Basic Stealth Units

Nomad:Basic stealth unit and they operate anywhere and must be I3.They are allowed to have a SMG.

Phantom:Elite stealth unit and are armed with AR2s and shotguns,they are allowed to operate anywhere.

Necrotics Control

Pressure: Pressure is the basic division of the necrotics control they are allowed to use shotguns and smgs and operate anywhere in the city.

Kilo:Kilo is the elite division of Pressure and handpicked by Pressure DvL and SeC they are allowed to use an AR2 and a shotgun.


Patrol (Main division)
Union: Union is the main division. You will patrol the city and maintain civil order.

Razor: Razor is an elite Union division. They are only chosen by a Union DvL. Razor's purpose is to patrol the city, and slums to maintain civil order. You will only be considered for Razor Division if you are ranked 01,OfC, or EpU. This divsion does require extra training, due to more likely conflicts while patroling in the city.

Medical
Helix: Helix is the medical division. They preform duties on and off the field to provide any medical assistance to all units in the CCA. You are not to leave the Nexus unless their is a medical emergency.

Apex: Apex is an elite helix division. They are only chosen by a Helix DvL. Shield's purpose is to provide medical assistance and to protect Helix units that have to enter a dangerous zone. This division does require extra training. Your training will be to gain more knoledge for the medical field while also preforming outstanding weapons training to provide cover and assistance for all Helix Units. You will only be considered for Razor Division if you are ranked OfC, or EpU.

Nova Prospekt

Nova: Nova is the division the gaurds and patrols the Nova Prospekt side of the Nexus. This Division is only seen outside of the Nexus if the Nova DvL appoints him/her to another division if needed temporary. You will make sure all prisoners that are detained are compliant. When any other division needs the citizen in detainment, you are to provide the citizen while they are fully compliant for the CCA. Any non-compliant behavior from detained citizens, should be taken care of accordingly.

Shield : Shield is the elite Nova Division. Thare are only chosen by a Nova DvL. The Judge division takes care of any citizen or anticitizen who needs to be taken care of. This division will recieve extra training in interrogation and learn advanced torture tactics. This division takes care of all interrogation scenarios for the CCA and also provides amputation for all detained citizens. To be considered for this position, you must be ranked 01, OfC, or EpU.


Special Divisions
Ghost: Ghost is an elite division only handpicked by SeC. They provide elite tactics and training in stealth and marksmanship. This division is really rare to see. These units can operate anywhere they like to get their missions completed.

Grid: Grid is a mechanical division only handpicked by SeC. Grid controls and repairs all scanner units. This unit will dispatch units and also keep an eye out for un-civil like behavior. This division will recieve training in robotics and dispatching. This unit may operate anywhere in the city.


Dagger: Dagger is a multi purpose unit that specializes in anything.They are only handpicked by SeC as this is one of the hardest to get into.They are allowed to operate anywhere and use an AR2 as their standard issue weapon
7) Standard Issued Equipment
In this section, you will learn the equipment you are only allowed to request from the armory.

Ranks
04, RCT: Zipties, and ammo.

03-01, OfC: Depending on division.

EpU, DvL: Zipties, ammo, MP7, breaches, bandages.

Divisions

Razor: MP7, zipties, breaches, ammo.
Union: zipties, ammo, pistols.
Helix: Healthpack, vials, and bandages.
Shield: Healthpack, vials, bandages, MP7, Pistol, Ammo
Nova: zipties, ammo, pistol.
Judge: zipties, ammo, pistol, shotgun.
Ghost: Pistol, Shotgun, Mp7, ammo, bandages, breaches, zipties
Grid: None.

If you are caught, no matter the circumstance, with any equipment your rank or division does not allow, you will be taken care of by your DvL or SeC. Usually you will be punished with a permanent off world assignment.
8) Contraband
In this section you will learn the levels of contraband.

Level One
Food and drinks not found in rations nor vending machines.
Alcohol.
Bleach.
Vegetable Oil.

Level Two
Health Vials.
Spray Cans.
Steroids.

Level Three
Radios.
Health Kits.
Anti-Depressants.
Non standard issued city clothing.

Level Four
Zipties.
Ammo.
Resistance Uniform

Level Five
Weapons and grenades of all kinds.
9) Punishments
In this section you will learn what procedures should be taken on punishments of all kinds.

Warning (Level One)
Level One Contraband.
Un-civil like behavior. (Yelling, running, jumping.)
Non compliance. (Not following direct order of CCA unit)

Level One Procedures
Ask the citizen to face the wall.
Ask the citizen to apply.
Deduct one point from citizen's data in your DataPad.
Give a verbal warning to citizen.

Detainment (Level Two)
Citizen not listening to warning. (Preforming same action as he/she was warned about.)
Level Two, Three, and Four Contrabands.
Attempting to grab more than given rations.
Theft.
Assaulting CCA Unit (If possible to detain, if citizen is non compliant, move to Level Four.)
-4 points or less on citizen's data

Level Two Procedures
Ask citizen to face wall. (If required, use force.)
Ask the citizen to apply. (If given fake name or CID, move on.)
Deduct four points from citizen's data in your DataPad.
Ziptie the citizen.
Escort the citizen to detainment block.

Knock out (Level Three)
Non compliant citizen to Level Two Procedures.
Evaiding from detainment.
Assulting CCA Unit.

Level Three Procedures
Knock the citizen unconscious.
Ziptie citizen.
Drag citizen to Detainment block.
Let Nova and Judge Division deal with them.
(Nova or Judge must make citizen apply, then deduct four points from citizen's data in DataPad.)

Amputate (Level Four)
Anticitizen behavior. (Killing, assulting a CCA unit multiple times)
Level five contraband.
Citizen evaiding level three procedures.
-8 or less points on citizen's data.

Level Five Procedures
Unholster weapon of choice.
Turn safety off.
Give citizen last warning to get on the ground. (If possible)
Pull the trigger.
If citizen is unconscious, drag to detainment block for Judge Division only.
If citizen is deceased, make your superior aware, and stand by body, if able to do so until someone can investigate the scene.
If you can not stand by the body to wait, please drag the deceased citizen to an unauthorized zone for citizens, such as the nexus.
