    • Newer Versions of Windows do not have DirectPlay enabled.
  • Instruction:
    • Enable DirectPlay in Control Panel 🢂 Programs and Features 🢂 Turn Windows Features On or Off 🢂 Legacy Components 🢂 DirectPlay
16x16x16 Video Mode error
  • Error
    • 16x16x16 Video Mode error
  • Cause
    • Unknown
  • Instruction:
    • Launching gta2.exe in Windows XP SP3 compatibility mode resolves this issue. Right click gta2.exe (found in "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto 2") 🢂 Properties 🢂 Compatibility 🢂 Select Windows XP SP3 from the dropdown menu.

I was able to fix this by replacing the missing registry keys that I forgot to have since I re-formatted my machine but kept the steam installed files still in place.
