This submod adds high priority to the AI building walls at the appropriate tier.

It's safe to add mid campaign, it just won't work quite as well as it will with a fresh campaign.

It won't matter with this particular mod, but in general I advise against touching load order at all. The mod name will set the load order for you in the launcher or mod manager if you use a different mod manager.

It should be but I am still playing on the previous patch aside from short tests, so I dunno. I have one person in the comments saying it is crashing, but that is just one person so I kinda tabled looking into that until I get another report as I could not get it to crash on my end.

Let me know if anyone else is running into this, and if it crashes, where it crashes and anything else you happen to notice. I'm not having any trouble on my end.
