Exchange trading system based on VUP hanging picture package plug-in

The exchange card can be synthesized by hanging pictures

Supports modifying fragment refresh probability through sandbox settings

The exchange of vehicle related maintenance tools is added to make the server vehicle reusable.
Added more repair vehicle items.
