The way that 100% works is to format the disk.
The other one, the one that worked for me by chance when trying things was:
1- Go to system-disk where steam-steam-steamapps-common is and then right click on the rust folder and delete, then empty the recycle bin and finally delete rust from steam, then install rust again and it should work .
