VAC bans are permanent, non-negotiable and cannot be removed by Steam support nor by anyone on "VAC discussion" forum.
Anything that tampers with protected game files is treated as a cheat regardless of it giving an advantage or not (skin changers, etc). Steam/Valve will not release any information about what was detected, that information will only help those that cheat and make cheats. VAC bans are delayed, what you were doing at the time of the ban being applied is unlikely to be what earned the ban.

Until you eradicate the human predilection to gain any advantage at any cost, there will always be cheaters, liars and thieves.
