Romans 13 and paying taxes both say that a Christian is to obey the government unless and until the government demands a Believer to act contrary to the teachings of God. It is absolutely a sin not to pay one's individual taxes, but it is also a sin to obey a government order to, say, deny the Christ or subject one's church to state monitoring (a la CCP).
