Mmm I'd say
1)Austria cause it's just too good getting all the PUs on Boemia, Hungary and Milan in under 100 year

2)A italian major state(Milan-Florence-Papal State) as they have so much flavour, achievements and i can play tall without bothering with painting the map too much

3)Burgundy cause it's mission tree it's insane and it's have strong contenders for becoming the leader of the area, giving a nice challenge
