The PDA is building builder that builds buildings, you can use the PDA to build these buildings inside of buildings in TF2.
You can build the senry, the dispener, and the teleport.
There are no unlocks for this item... you have no choice... but to use the PDA... and the only thing you can really replace it with is a strange one for the low low price of about 90 bucks...
