yup it still works! However, like most mods, it is only visible on community servers. Valve servers (like casual matchmaking) run a console command called sv_pure. When sv_pure is set to 1 (it will be set to 1 on all valve servers) skin mods are disabled. So it does not work in casual, only works on community servers that run sv_pure 0
