Just like with GTA V, it will probably take a year or so before Rockstar patches or updates the game so that it runs properly on PC. It seems like a fun game, but they keep doing this (selling games that run like crap or that need external patches to work) and no one seems to mind. I simply could not enjoy it because I get dizzy playing it. I haven't even tried the Online, being afraid that even if the singleplayer starts running alright the multiplayer will still need some time to be optimised (just like with GTA).
In conclusion, buy the Witcher III. It also has horses and looks amazing and it's just what you need while waiting for Rockstar to get the same crappy reputation Bethesda has these days for releasing games "raw".

It has lesser grafix but you should buy this one over the SE, for the athmosfere ya know
