Go to your Folder Options in your control panel. There you have to uncheck "Hide extensions for known filetypes"

Open a Notepad file. Save it and name it "Shortcuts.vdf"
You just have to make sure that you delete the ".txt" so that you only have Shortcuts.vdf as a filename.
