On the one hand, the models are at best decent, and the controls are somewhat un-intuitive and quite clunky, and the included content is rather limited at this time.

If you are willing to put up with its issues, it's genuinely great. But if you're not a part of the niche War on the Sea is catering too, then you probably won't be able to get over that initial hurdle.

The game itself shows its age. I attempted to play the story, and got soft locked at two different points in the first 5 missions.

That said, if you intend to play the game modded, it is SIGNIFICANTLY better, and basically an entirely new game. If you are going to play it modded, it is entirely worth it, however I cannot in good faith say a game is good if it is only so when modded.
