Also technology always keeps on moving. Just quite recently support for XP was dropped, meaning no DX9 games from now on. DX10 will follow shortly, especially having in mind that DX12 will be out soon. It has always been like this. It's not like Kalypso released Tropico 5 as DX11 exclusive the first year that DX11 was out (some campanies do just that).
