It's available at any point after you get to the second part of the city and it's at the bottom part of it (under the red region occupied by the Renegades). Some people think but you require a certain story choice to access it for some reason but the only thing that it does is removes the water from it (making it actually harder to explore if you don't have good items). Google "Dying light 2 sunken city map" and check images if you have trouble finding it or the airdrops.

Hey, if you need lvl 7-9 loot in DL2 - go to the sunken part of the city (doesn't matter if it's still sunken or not or if you've finished the main story) and get the sunken airdrops. There's about 11 of them and they respawn quite regularly
