This is what SimCity 2013 was supposed to be, and more! It's not at all a perfect city builder, but it's by far the best city builder I've played.

Great support for mods and player-made content, that helps working around the small kinks, especially when it comes to traffic managment, which is the most difficult to handle in the vanilla game when you start getting a city of notable size.
