The major advantage the sleeper has is that it charges very quickly and people, when they're jarate'd, even with the sleeper at a distance, their first instinct is to whip around to see where the sniper that threw that jar at them is, and failing that, where the sniper at all is. By the time they realize that they need to run away before the second shot, they get hit with a full to near full charge for minicrit damage and die.
