TL:DR: Wait for a sale if you really want it. $30 and over a year of development with barely anything to show for it. Most of the important stuff you will get with the free update anyway.

The majority of the paid content is gated by only being available to non-tribal Kings and Emperors. The 3D courtroom is ugly, a glorified diorama since you can't move around it freely. Also, there's only 4 variations of the courtroom, so there will be a lot of unimmersive overlap. Court decisions are extremely repetitive, and they don't impact your game as much as you'd want to; aside from a couple that I won't spoil here. Artifacts are busted and op, they make the game even easier than it was before.

Culture overhaul is AMAZING, though not really part of the paid content since that comes up with the free patch. You pay to be able to diverge, hybridize and reform your culture. Which is pretty cool, to be fair. This allows the player to forge their own distinct culture from the rest.

In the end, if you paid, half of this DLC is severely lacking, and the other half OK. Both of these do not add up to $30. So I can't really recommend this outside of 50%+ discounted sales.
