It does work, that's how i reached the ledge. You just have to find the right position to activate the cloak and you will gain the height to get over the ledge. Try from the ground and also try while jumping. Will take a couple of tries but you will get the hang of it. Wish you best of luck! ^^

For Teslagrad 2. Use the axe on the ground on the right side. It is magnetised so with the help of the cloak you can reach the ledge and get out. Happened to me as well and took me a while to figure it out.
