For what you want, essentially a plain, sunny day - is possible, but it would require scripting. (Its really easy) Check out the guides over at TROC.net for how to do this. And because the mod is already full of these scripts, you can probably edit one of these to what you want.
Anyway if you post over at TROC.net then I'll be able to help more, but your best bet is to look through those guides first on how you can make any weather scenario you want.
I will be looking into something simular to this in the future for the mod, as weather in certain regions does spoil it.
If you want time of day specified you can use the debug menu as I have added an option for time to be set to an accuracy of every 15 minutes.
Weather is something more tricky to set, the weather in the freeroam game is dynamic but there are no moddable elements that I have found. If you launch the game with the launch command -W you can run in window mode and access extended debug features, which include limited alteration of the in-game weather. To access this you right click in-game and you'll see a pop-up menu.
It is possible however to specify a weather scenario through for when your playing offline - this is essentially what I've done to get my "Freeride Extreme" events to work with the weather.
