I have a basic game formula that I use when rating games. For every $1.00 USD I spend, I expect to get 1 hour of enjoyment from it. If the hours exceed the money invested, I would call the game a win. I have games that report very few hours logged into. Does that make them bad? No, I simply don't have enough time to play them all. Also some games, such as Fallout 3 has a incorrect time index due to active MODS. Other games, such as the Resident Evil series were played on consoles, so again there is no accurate time index for them as well. Another example is non Steam games that were played religiously and then later purchase via steam to escape the CD required to play or install, or the simple missing CD key making the disks paper weights.
